キャップ＆トレード （Cap and trade）

キャップ＆トレードとは

Cap and trade is one of the systems of regulating emissions trading. In this system, the government sets a limit or cap on total greenhouse gas emissions and then allocates emission allowances to individual companies, facilities, factories, etc. that are subject to the system. The regulated companies are allowed to transfer a part of emission allowances and acquire it through trade.

温室効果ガスの排出量取引規制制度の一つです。政府が温室効果ガスの総排出量の上限（キャップ）を設定します。それを個々の対象となる企業・施設・工場などに排出枠として配分し、規制対象者の排出枠の一部を移転または獲得（トレード）を認める制度のことです。

規制対象者は、排出量相当分の排出枠を期末に所持しなければならず、そのための市場が形成されます。規制対象者全体として、最小費用でのキャップ達成を可能にすることを目指した制度となっています。「EU－ETS（EU域内排出量取引制度）」をはじめ、多くの排出量取引でこの制度を採用しています。
